State Rep. David Martin this week voted in support of legislation to deliver real tax relief and lower everyday costs for Michigan families by eliminating the state property tax, cutting utility bills, and removing barriers to homeownership.

The House-approved HELP UP, the House Effectively Lowering Property taxes and Utility Payments plan, provides long-term relief for homeowners, seniors, veterans, and working families across the state.

“Families across Michigan are feeling the pressure of rising costs every month,” Martin said. “This plan delivers meaningful relief by letting people keep more of their hard-earned money, lowering energy costs, and making it easier to buy and stay in a home. Michigan taxpayers deserve policies that put them first.”

The House-approved package would allow an average homeowner in Michigan to save roughly $900 annually through the elimination of state-collected property taxes. The package also guarantees that local schools will continue receiving full funding, ensuring classrooms and students are protected while taxpayers receive meaningful relief.

The legislation also eliminates personal property taxes, lowering costs for energy providers and requiring a $1 billion utility rate rollback so savings are passed directly on to consumers. The proposal is designed to help reverse years of rising utility costs that have strained household budgets.

Martin says the plan would repeal the real estate transfer tax and eliminate Michigan’s “pop-up tax,” which often causes taxable values to spike after a home is sold.

“For too long, homeowners have been blindsided by sudden tax increases and rising utility bills that strain household budgets,” Martin said. “Families need stability and predictability when planning for their future. This plan helps make Michigan a more affordable place to live, work, and retire.”

The Michigan House recently approved additional energy reforms focused on lowering electric rates. Combined with the HELP UP package, Martin estimates Michigan families could save nearly $1,400 each year through reduced taxes and lower utility costs.
