


State Rep. Ron Robinson (R–Utica) Tuesday celebrated the passage of a bipartisan package designed to crack down on insurance fraud, strengthen transparency, and give law enforcement more tools to hold offenders accountable.
Robinson, a lead sponsor and strong advocate for the reform effort, helped guide House Bills 4713–4719 through the House floor with bipartisan support.
“The House took an important step today to protect Michigan families from the financial harm caused by insurance fraud,” said Robinson. “These bills close loopholes, toughen enforcement, and give prosecutors real tools to go after bad actors.”
The package aims to deter fraudulent behavior in the insurance industry by expanding the Health Care False Claims Act to include auto insurers offering personal injury protection (PIP) benefits, enhancing penalties for fraudulent acts, and safeguarding individuals who report fraud in good faith. Additional provisions mandate the reporting of suspected fraud, allow civil fines for violations, and include insurance fraud under Michigan’s racketeering statutes, helping to combat organized schemes that inflate costs for consumers.
House Bill 4713, sponsored by Robinson, specifically updates the Health Care False Claims Act to define auto insurers offering PIP coverage as “health care insurers,” making it easier to pursue enforcement when fraud occurs within the auto insurance system.
“Michigan drivers deserve a system that’s affordable and honest,” said Robinson. “This plan helps ensure fraudsters can’t abuse the system while families bear the cost. I’m thankful for the bipartisan support that got this done in the House, and I hope to see these reforms signed into law.”
The bill package now moves to the Senate for further consideration.
